Mumbai Port / liquid bulk

Before a base-oil movement reaches Pir Pau.

Pir Pau is a real operating interface, not a shorthand for every oil cargo. Start with the actual berth, craft, product and receiving route; then make the customs file match the movement.

START WITH THE PUBLIC PORT FACT

“Pir Pau” still needs a berth and a handling plan.

Mumbai Port Authority’s Marine Oil Terminals description identifies Old Pir Pau with lube and base-oil barges, and describes other Pir Pau jetties for chemicals and petroleum products. The Authority separately describes Jawahar Dweep for crude and petroleum products. That public description helps frame a question; it does not approve a particular vessel, product, berth or transfer arrangement.

Ask the marine and terminal parties to confirm the named facility, intended craft, transfer path and current operating conditions. Motumal’s role is to align the customs preparation with the confirmed movement and to keep unresolved dependencies visible.

THE ARRIVAL FILE

Five controls before the operating window.

A tanker arrival is several workstreams converging on one clock. Settle what can be settled while suppliers, vessel interests, operators and receiving parties can still respond.

01 / Identify the actual facility

Confirm the named berth, craft or transfer route and operator. “Pir Pau” alone does not tell the customs team how the parcel will be handled.

02 / Settle the product identity

Align the invoice description, supplier specification, COA and SDS where applicable. A commercial grade such as SN 150 or SN 500 is a starting description, not a tariff conclusion.

03 / Reconcile quantity bases

Record each document’s unit and measurement point. Commercial, vessel, barge and shore quantities may describe different stages; identify who will explain a material difference.

04 / Confirm the receiver

Obtain facility acceptance for the actual product and quantity, the intended transfer line or mode, and the person who will issue receiving instructions.

05 / Prepare and review the customs file

Use the current source documents for the working Bill of Entry and checklist. Assign an owner to unresolved origin, classification, value or document-version questions before the next filing decision.

DOCUMENT CONSISTENCY

Compare the source records, field by field.

The presence of five documents is not proof that they agree. A single unresolved change in product, quantity or origin can be more important than an otherwise complete pack.

ILLUSTRATIVE VERSION CHANGE

Invoice V1 states 1,986.440 MT. Invoice V2 states 1,968.440 MT. Mark V1 superseded, confirm the approved quantity and review the effect on the transport and customs records. These figures are an example, not a Motumal client shipment.

WHO CONFIRMS WHAT

One readiness view. Separate decision makers.

Importer and supplier

Confirm the transaction, product, current documents and any correction at source.

Motumal

Review document consistency, prepare the customs working file, assign exceptions and follow the agreed customs process.

Marine and terminal operator

Confirm berth, craft, line, handling suitability, operating instructions and availability.

Receiving facility

Confirm product acceptance, capacity, transfer and quantity-recording arrangements.

Customs and other authorities

Make the applicable assessment, examination, permission and release decisions.

A prepared customs file does not reserve a berth or storage tank. A confirmed receiving route does not replace Customs assessment. Keep these milestones separate in the status report.

START THE ACTUAL REVIEW

Send the question before the vessel answers it for you.

For a proposed Mumbai Port base-oil movement, share the exact grade, supplier specification, available invoice and BL, anticipated quantity, vessel or craft plan, ETA and receiving arrangement. Flag anything provisional. Motumal can then identify the customs questions and the parties needed to settle the physical route.
