The useful clock starts when the movement becomes known, not when the vessel reaches port. Use these control points to find missing facts while they can still be resolved.
ONE ARRIVAL / SEVERAL WORKSTREAMS
Bring the clocks into the same view.
Customs, the vessel, marine operations and the receiving facility have different decision makers. Motumal’s job is to make dependencies visible and coordinate the customs file within the agreed scope. Exact timing depends on the cargo and port.
01
As soon as the movement is known
Importer + Motumal
What to put on the file
Product identity, supplier, expected parcel, load port, discharge port, ETA and intended receiver.
Decision before moving on
Can the team identify the actual goods and the operating route? If not, ask before documents are final.
02
When the first document pack arrives
Motumal + supplier
What to put on the file
Invoice, transport record, product specification or COA/SDS where relevant, origin evidence and quantity basis.
Decision before moving on
Compare parties, goods, quantity, origin, value and references; open a named exception for material conflicts.
03
Before the filing decision
Preparer + reviewer
What to put on the file
Current documents, classification rationale, applicable approvals and resolved exceptions.
Decision before moving on
Prepare the working entry and checklist. A reviewer decides whether open questions permit the next filing step.
04
Before the vessel operating window
Importer + marine / receiving parties
What to put on the file
Vessel ETA, berth or marine interface, storage acceptance, quantity measurement and movement plan.
Decision before moving on
Confirm the receiving path and owners for any dependency. Customs preparation does not reserve a berth or tank.
05
Arrival through release
Motumal + relevant authorities / operators
What to put on the file
Actual arrival, assessment or query instructions, duty, examination if directed and terminal or storage hand-offs.
Decision before moving on
Record each authority and physical milestone separately through Out of Charge and cargo hand-off.
DEPENDENCY MAP
A readiness question for each party.
A document pack can be complete while the receiving plan is unresolved. A berth can be available while the Customs file still has a critical inconsistency.
Importer / supplier
Are the goods, value, origin and quantity supported by current source records?
Motumal
Is there a reviewed working entry, a clear exception list and a named next action?
Marine / terminal
Are the vessel and physical interfaces known for this port and product?
Receiving party
Is the appropriate tank, line, barge or other receiving route accepted and ready?
Customs / other authorities
What assessment, examination or other decision remains with the competent authority?
This is an operating sequence, not a universal filing deadline or an assertion that every consignment requires every listed document. Confirm the current requirements and terminal arrangements for the actual shipment.
A PRACTICAL PRE-ARRIVAL REVIEW
Ask these six questions before the vessel is alongside.
Which document version is current, and what changed from the previous one?
Do the invoice, bill of lading and product record describe the same cargo and quantity basis?
Is classification and any applicable regulatory position ready for professional review?
Which missing fact or approval could stop the next filing decision?
Is the receiving route confirmed for the actual product and parcel?
Who owns each open question, and when is its answer needed?
