Importer knowledge / sea cargo

Sea customs clearance in India: one file, several clocks.

Use this operating guide to connect the documents, Customs decision and physical cargo plan before a sea import or export reaches its critical milestone.

01 / A SHIPMENT IS NOT ONE STATUS

Track five clocks, not one vague promise.

“Cleared” can mean different things to different parties. A filed declaration is not a Customs release, and a Customs release does not itself settle carrier, terminal or receiving arrangements. Name the next milestone and its owner.

01

Document clock

Are the parties, goods, value, quantity, origin and current document versions clear?

PRIMARY PARTICIPANTS / Importer, supplier and Motumal
02

Customs clock

Is the declaration prepared, reviewed, filed and progressing through assessment or examination if directed?

PRIMARY PARTICIPANTS / Motumal and Customs
03

Carrier clock

Are the transport document, delivery-order or booking conditions and charges settled for this movement?

PRIMARY PARTICIPANTS / Carrier and importer
04

Terminal clock

Is the actual berth, terminal, CFS or handling route known, with its own cut-offs and requirements?

PRIMARY PARTICIPANTS / Port or terminal operator
05

Receiving clock

Can the importer receive, store or transport the goods when the authority and operator milestones allow movement?

PRIMARY PARTICIPANTS / Importer and receiving party

The clocks can overlap. The actual order and requirements depend on the goods, port, route and instructions from the competent parties. See the responsibility map for decision rights.

02 / TWO DIRECTIONS

Import and export need different starting files.

DGFT’s Foreign Trade Policy lists the common transport, commercial and declaration documents. Product-specific rules and authority requests can add to that starting set.

SEA IMPORT / INTO INDIA

Build the Bill of Entry from current facts.

  1. Before arrival: obtain the available invoice, packing or bulk quantity record, bill of lading, actual product details, origin evidence where relevant and expected arrival.
  2. Before submission: reconcile conflicting descriptions, parties, quantities, values and document versions. Review classification and product-specific requirements for the actual goods.
  3. After filing: follow assessment, any query or examination direction, applicable duty and Out of Charge. Then confirm the separate carrier and physical delivery conditions.

SEA EXPORT / FROM INDIA

Prepare the Shipping Bill for the sailing.

  1. At planning: identify the exporter, exact goods, destination, cargo-ready date, booking or draft transport details and terminal cut-offs.
  2. Before submission: review the commercial invoice, packing information, applicable product policy or authorisation and proposed Shipping Bill particulars. A final bill of lading may not yet exist.
  3. Before loading: follow the competent authority’s instructions, including examination if directed and Let Export Order, alongside carrier and terminal acceptance.

Customs Act sections 46 and 50 govern the respective entries. ICEGATE is the electronic gateway; the authority decides assessment, examination and release. This page is an operating map, not a substitute for a consignment-specific legal or tariff review.

03 / PLACE CHANGES THE PLAN

Ask the port question that fits the cargo.

“Mumbai” or “Nhava Sheva” is not a complete operating instruction. The terminal, cargo mode and receiving route determine which parties must confirm the physical hand-off.

Mumbai Port

For liquid bulk, identify the actual oil or chemical terminal, marine interface and receiving line. For other cargo, establish the assigned facility and mode.

Read the port guide ↗

JNPT / Nhava Sheva

For containers, confirm the terminal, carrier, CFS or eligible DPD route, free time and collection plan. Liquid-cargo arrangements need separate facility confirmation.

Hazira

Start with the exact terminal, cargo mode, product and intended receiver. Our Surat office can review the customs and local operating scope.

Dighi Port

Motumal’s Dighi coverage is liquid cargo only. Confirm product acceptance, handling route and receiving facility before committing the movement.

Our established specialties are liquid bulk and containers. Sea import and export enquiries across other sectors are considered at Mumbai, Nhava Sheva and Hazira after the actual goods and scope are reviewed. Dighi remains liquid cargo only.

04 / WHERE WORK GETS STUCK

Turn a document difference into an owned action.

An exception is useful only when the team knows the issue, the responsible person and what must happen next. Use this starter log during intake; set the deadline from the next real milestone.

Issue detectedNext action and owner
Product description differs between invoice and BLSupplier / shipper confirms the correct description; Motumal reviews the effect on the working entry.
Quantity or unit changesIdentify the current commercial and transport records, the measurement basis and the person approving the revised figure.
Origin or certificate questionConfirm the actual origin and the evidence for any treatment being requested; do not infer a preference from a supplier address.
Receiving route remains unconfirmedImporter and operator confirm facility acceptance, capacity and timing; the customs team records the dependency.
A new document version arrivesMark the earlier version superseded and recheck every changed field before submission or amendment.
An exception should have an owner before it has a deadline.

Record the current status, source document and resolution. The next shipment should inherit the lesson, not the same avoidable question.

05 / START WITH THE ACTUAL MOVEMENT

Six facts make the first conversation useful.

  1. Sea import or sea export?
  2. Which port and actual terminal, if known?
  3. What are the exact goods, grade or model, and intended use?
  4. Liquid bulk, container or another sea-cargo format?
  5. What is the ETA, sailing or cargo-ready date?
  6. Which document, approval or receiving question is still open?

Send the brief through the sea-cargo enquiry page. Its form prepares an email draft on your device; it does not upload shipment records. Arrange a suitable channel with Motumal before sending confidential documents.
